This policy outlines how the yunity project uses money. In short, this policy states if or how or if a money should be used on behalf of yunity, through the protocol. To identify what acceptable organizational expenditure is, there is a record of any explicit decisions that have been made and a set of guidelines to give a more general idea outwith explicit decision.

Herein,

  • 'money' refers to any currency, whether bank notes, coins or an electronic balance.
  • 'resource' refers to anything that is not money.

Protocol

This is a set of actions for acquiring the necessary resources for the project. Each action should be considered more preferable than the one following it.

1.1. Expenditure

1.1.1 Avoidance
Anchor
Avoidance
Avoidance

If we can avoid money being spent for yunity to achieve it's mission and vision, we should. Not using money avoids us spending time and energy documenting and dealing with money. Avoidance of financial transaction should always be the starting consideration.

  1. Do we need it? Take a moment to consider whether we need this resource to achieve our goals.
  2. Can we get it without any financial transaction?
    1. Reclaim: Many resources are abandoned, discarded or unused.
    2. Construct: Make the thing from existing resources.
    3. Borrow: Many of the resources we need, others have.
    4. Donation: Some people have things they don't use. (this is different to someone purchasing a resource explicitly to donate it, see below)

1.1.2. Donation by proxy transaction
Anchor
Donation by proxy transaction
Donation by proxy transaction

No one is expected to spend money to purchase resources for the yunity organization. If a contributor, other individual or organization wishes to purchase a resource to donate to yunity to help achieve its goals, they can. For anything that is explicitly purchased to donate to yunity, it is recommended to record the name of purchaser, date of transaction and a copy of receipt. Recording these details is optional but highly recommended; it is not to glorify donors but to indicate where yunity is still indirectly reliant on money. Knowing where our dependencies lie will help us achieve even lower running costs in the future.

1.1.3. Proxy transaction

No one is expected to spend money in, or on behalf of the yunity organization. If a contributor or interested individual wishes to purchase a resource to achieve the goals of yunity with their own money, they can. If they wish to have their expenditure refunded, they must properly record: name, date and have copy of the receipt to have refunding considered. No purchase is guaranteed to be refunded, though considering the following will indicate whether refunding is likely;

  1. Consult explicit decisions. If a transaction for the resource has been explicitly agreed upon as being an acceptable or unacceptable purchase in the past, this will provide the most reliable indication of whether the transaction is likely to be refunded.
  2. Consult guidelines. The guidelines should provide some indication of whether the transaction is likely to be refunded.

If it is decided that refunding is appropriate, only the value that was spent at the time will be refunded (i.e. not adjusted for inflation). It should also be noted that there is no indication or guarantee of when the purchase will be refunded (i.e. might never happen).

Warning

The rest of this policy which is boxed and italicized comes into action only if/when the following conditions are met;

  •

yunity is legally registered as an organization and

  •

yunity has an organizational bank account, BitCoin wallet or similar and

  •  yunity has one or more treasurers

As such, the following content is not applicable as of 2016-04-08

1.1.4. Organizational transaction

Refunding of proxy transaction: Transactions which lie within the accepted section of Explicit decisions or lie within the accepted section of the Guidelines can be reimbursed if a Treasurer and two others consent. If there is doubt or disagreement the individual or organization who made the transaction should be contacted and notified of the relevant reasons why refunding was not consented upon and asked whether they want to pursue the refunding process or if the transaction is now a donation. If refunding is still sought, the decision goes to full Online systemic consensus and the result is recorded in Explicit decisions.

Active organizational transaction: Transactions of less than 100.00 for resources which lie within the accepted section of Explicit decisions or lie within the accepted section of the Guidelines can be reimbursed if a Treasurer and two others consent. If there is doubt or disagreement, or if the transaction exceeds 100.00, the decision goes to full Online systemic consensus and the result is recorded in Explicit decisions.

1.2 Income

All yunity organization income is held in the organizational bank account: money held by individuals is an individual matter. Please consider directing those interested in donating to yunity to perform a Donation by proxy transaction instead of donating money to yunity.

1.2.1. Unconditionally accepted

Truly anonymous donations are automatically accepted. This is only achievable by unconventional routes such as the use of BitCoin or anonymous donation boxes.

1.2.2. Conditionally accepted

Donations from individuals: name, amount and date recorded. Donations from companies, organizations, collectives, charities and institutions identified and brought forward for systemic consensus on a case-by-case basis according to the with decisions being appended to these guidelines.)

These are guidelines and as such individual cases are subject to interpretation. This is deliberate as outlining every single scenario is impossible, many speculated scenarios might never arise and we might suffocate in over-bureaucratization.

3.1 Expenditure

Transaction that directly facilitate the achievement of the yunity Mission and Vision may if the desired resource cannot be gotten reasonably in any other way, see Avoidance and Donation by proxy transaction. All expenditure is for the project as a whole.

3.2 Income

It is important that in receiving money we do not compromise our values or the achievement of our goals. No donations or sponsorship should alter how we work or what we do, nor should they originate from sources that directly or explicitly go against our Mission and Vision. All income is for the project as a whole.

Changes to this policy are to be made using the result of Online systemic consensus where at least one week is given for each the proposal forming phase and the voting phase and the #core-team Slack channel has been notified.
